In order to implement the important direction of the General Secretary Xi Jinping for“comprehensively promoting rural vitalization and urbanization with the focus on county seats”,with the high-quality development of Xiushan as goal and ecological priority and green development as orientation,Xiushan County Party Committee and Xiushan County Government hereby organize the project concerning Xiushan Urban Detailed Planning Preparation and International Urban Design Program Solicitation in accordance with the requirements of Yuan Jiajun who is the Secretary of the Chongqing Municipal Party Committee that“deepening urban design,strengthening overall planning,and enhancing city image”,assisting and leading Xiushan to be planned and built as a central city in the area adjacent to Chongqing、Hubei、Hunan and Guizhou,a bridgehead city in southeast Chongqing,an example for Wuling Mountain Area to implement“Two Mountains Theory”,and an eastern logistics hub of the New Western Land-Sea Corridor,and highlighting the unique charm of the“Border City in Book and Xiushan in Painting”.

規(guī)劃范圍及設(shè)計(jì)要求
Planning Scope and Design Requirements
(一)基本情況
(I)Basic Information
秀山縣地處重慶市東南部、武陵山脈中心,渝鄂湘黔四省(市)邊區(qū)結(jié)合部,西部陸海新通道東線主動(dòng)脈上。東和東北與湖南省花垣、龍山、保靖縣毗鄰,南和東南、西與貴州省松桃苗族自治縣相連,北和西北與市內(nèi)酉陽(yáng)土家族苗族自治縣接壤,東北角距湖北省來(lái)鳳縣境僅20余公里。距長(zhǎng)沙491公里、武漢656里、貴陽(yáng)418公里、重慶主城387公里。全縣幅員面積2453平方公里,邊境線長(zhǎng)320公里,下轄5個(gè)街道、18個(gè)鎮(zhèn)、4個(gè)鄉(xiāng)。2020年常住人口49.62萬(wàn)人,其中城鎮(zhèn)人口22.5萬(wàn)人,城鎮(zhèn)化率為45.34%。
Xiushan County is located in the southeast Chongqing,the center of Wuling Mountains,the junction of Chongqing、Hubei、Hunan and Guizhou,and the eastern artery of the New Western Land-Sea Corridor.It is adjacent to Huayuan,Longshan and Baojing in Hunan Province in the east and northeast,Songtao Miao Autonomous County in Guizhou Province in the south,southeast and west,Youyang Tujia and Miao Autonomous County of Chongqing in the north and northwest,and only more than 20 kilometers away from Laifeng County in Hubei Province in the northeast.It is 491 kilometers from Changsha,328 kilometers from Wuhan,418 kilometers from Guiyang and 387 kilometers from the downtown area of Chongqing.It covers an area of 2,453 square kilometers,its border is 320 kilometers long,and it governs 5 sub-districts,18 towns and 4 townships.In 2020,it had 496,200 permanent residents including 225,000 urban residents,with an urbanization rate of 45.34%.

建成渝鄂湘黔毗鄰地區(qū)中心城市、渝東南橋頭堡城市、武陵山區(qū)踐行“兩山論”樣板、西部陸海新通道東線物流樞紐,彰顯“書(shū)中邊城·畫(huà)里秀山”獨(dú)特魅力。規(guī)劃建設(shè)綠色發(fā)展示范地、文旅融合新高地、要素資源集聚地、對(duì)外開(kāi)放前沿地、重要門(mén)戶(hù)樞紐、重要生態(tài)屏障。
It is to build Xiushan as a central city in the area adjacent to Chongqing、Hubei、Hunan and Guizhou,a bridgehead city in southeast Chongqing,an example for Wuling Mountain Area to implement“Two Mountains Theory”,and an eastern logistics hub of the New Western Land-Sea Corridor,highlight the unique charm of the“Border City in Book and Xiushan in Painting”,plan and build a demonstration base for green development,a new highland integrating culture and tourism,a cluster for factors and resources,a frontier for opening up,an important gateway and hub,and an important ecological barrier.

(III)Design Scope and Depth
本次征集兩個(gè)階段進(jìn)行,第一階段為城市設(shè)計(jì)方案征集,第二階段為城市設(shè)計(jì)深化優(yōu)化暨城區(qū)詳細(xì)規(guī)劃編制。
The program solicitation will be implemented in two stages.The first stage is to conduct Urban Design Program Solicitation,and the second stage is to implement Urban Design Deepening and Optimization and Urban Detailed Planning Preparation.

1.城市設(shè)計(jì)方案征集階段
1.Stage of Urban Design Program Solicitation
應(yīng)征機(jī)構(gòu)須嚴(yán)格按照設(shè)計(jì)任務(wù)書(shū)明確的規(guī)劃設(shè)計(jì)內(nèi)涵外延、正向理念及約束性條件等,提交高質(zhì)量高水平且與國(guó)家政策導(dǎo)向和地方發(fā)展思路高度一致的應(yīng)征設(shè)計(jì)方案。
Applicants shall submit a high-quality and high-level design program which is highly consistent with the national policies and local development ideas in strict accordance with the connotation and extension of planning and design,positive concept and constraints specified in the Design Specification.
城市設(shè)計(jì)范圍:沿城市外環(huán)線外擴(kuò)500米、城市外環(huán)線以?xún)?nèi)及高鐵片區(qū)等區(qū)域,面積約56平方公里(設(shè)計(jì)范圍詳見(jiàn)附圖一)。
Urban design scope covers the area 500 meters outside the urban outer ring line,within the urban outer ring line and the high-speed railway area,covering an area of about 56 square kilometers(see the design scope in attached Figure 1).
城市設(shè)計(jì)要求:一是系統(tǒng)梳理秀山城區(qū)與周邊自然山水的關(guān)系,深入發(fā)掘秀山城市特色資源、歷史文脈、產(chǎn)業(yè)態(tài)勢(shì)、現(xiàn)狀建設(shè)情況等,提煉總結(jié)現(xiàn)有城市風(fēng)貌特征,結(jié)合城市交通骨架、相關(guān)上位規(guī)劃和政策文件的要求,明確秀山城區(qū)形象定位和設(shè)計(jì)目標(biāo)。立足打造宜居宜業(yè)宜游城市,聚焦“一山一河一街”(鳳凰山、梅江河、西街),強(qiáng)化城中有景、景城互動(dòng),結(jié)合城周生態(tài)屏障保護(hù),實(shí)現(xiàn)遠(yuǎn)山近水、青山綠水,水城交融、藍(lán)綠交織的城市風(fēng)貌。運(yùn)用場(chǎng)景營(yíng)城理念方法,從宏觀層面確定總體形態(tài)格局,構(gòu)建富有特色的景觀框架及公共空間系統(tǒng),系統(tǒng)組織秀山城區(qū)平壩及周邊山水特色要素,劃定高度強(qiáng)度密度分區(qū)和城市設(shè)計(jì)重點(diǎn)地區(qū),提出總體的控制和引導(dǎo)要求,為秀山城區(qū)詳細(xì)規(guī)劃提供依據(jù)。二是對(duì)高鐵新區(qū)、西門(mén)-學(xué)府片區(qū)、西街及花燈廣場(chǎng)城市更新提升片區(qū)等近期重點(diǎn)建設(shè)區(qū)域約7平方公里范圍進(jìn)行詳細(xì)規(guī)劃。結(jié)合區(qū)域路網(wǎng),圍繞主導(dǎo)功能策劃微場(chǎng)景,營(yíng)造具體場(chǎng)景空間,對(duì)區(qū)域形態(tài)格局、景觀系統(tǒng)、公共空間、建筑風(fēng)貌、交通組織、地下空間等開(kāi)展詳細(xì)設(shè)計(jì)。三是對(duì)梅江河、平江河兩岸開(kāi)展岸線綜合提升規(guī)劃,提出堤防岸線整體提升改造及外圍空間協(xié)調(diào)發(fā)展的系統(tǒng)性規(guī)劃方案。
Urban design requirements:First,the urban design shall systematically sort out the relationship between Xiushan urban area and surrounding natural mountains and rivers,deeply explore the characteristic resources,historical context,industrial trend and current construction,extract and summarize the existing urban features,and clarify the image positioning and design objectives of Xiushan urban area in combination with the requirements of urban traffic framework,relevant master plan and policy documents;moreover,it shall,based on building a city suitable for living,business and tourism,focusing on“One Mountain,One River and One Street”(namely Phoenix Mountain,the Meijiang River and West Street),strengthen the interaction between scenery and city,and combine the protection of the ecological barrier around to achieve the urban style of faraway mountains and nearby water,lucid waters and lush mountains,water and city integration,blue water and urban greening;it shall apply the concept of“making scenes concrete into an urban opportunity that can be perceived,visualized,and participated in”to determine the overall form pattern from the macro level,build a distinctive landscape framework and public space system,systematically organize the characteristic elements of Pingba and surrounding mountains and rivers in Xiushan urban area,delineate height,intensity and density zoning and key urban design areas,and put forward overall control and guidance requirements so as to provide a basis for the detailed urban planning of Xiushan.Second,it shall carry out a detailed planning for the recent key construction areas covering about 7 square kilometers,such as the New high-speed Railway Area,Ximen-Xuefu Area,West Street and Huadeng Square Urban Renewal and Upgrading Area;plan micro-scenes around the leading functions and create specific scene spaces in combination with the regional road network,and carry out a detailed design for regional city pattern,landscape system,public space,architectural style,traffic organization,underground space and others.Third,it shall cover a comprehensive upgrading plan for the riverbanks of the Meijiang River and the Pingjiang River,and a systematic planning scheme for the overall upgrading and reconstruction of the embankments and the coordinated development of outer spaces.
2.城市設(shè)計(jì)深化優(yōu)化暨城區(qū)詳細(xì)規(guī)劃編制
2.Urban Design Deepening and Optimization and Urban Detailed Planning Preparation
中選單位負(fù)責(zé)完成城市設(shè)計(jì)方案深化及城區(qū)詳細(xì)規(guī)劃的編制,直至通過(guò)專(zhuān)家及行政評(píng)審和縣規(guī)委會(huì)審議,并取得縣人民政府正式批復(fù)文件。
The selected entities shall be responsible for completing the Urban Design Deepening and Optimization and Urban Detailed Planning Preparation,passing the expert and administrative review and the deliberation by Xiushan Planning Commission,and obtaining the official approval by Xiushan County People’s Government.
城市設(shè)計(jì)深化要求:一是塑造以綠色為底色、以山水為景觀、以綠廊為脈絡(luò),凸顯城市發(fā)展軸線引領(lǐng)與組團(tuán)化布局特色的城市形態(tài),包括但不限于對(duì)功能布局、開(kāi)發(fā)強(qiáng)度、交通組織、建筑群空間組合關(guān)系和塔樓的布局,以及建筑高度、體量、形態(tài)、風(fēng)貌等方面提出控制要求;明確公共開(kāi)放空間布局、形式和規(guī)模,開(kāi)展場(chǎng)地景觀設(shè)計(jì)、生態(tài)景觀設(shè)計(jì)、道路景觀設(shè)計(jì)等,并對(duì)重要開(kāi)放空間周邊的城市界面進(jìn)行管控。二是重點(diǎn)針對(duì)高鐵新區(qū)、西門(mén)-學(xué)府片區(qū)、西街及花燈廣場(chǎng)城市更新提升片區(qū)等重要區(qū)域進(jìn)行街區(qū)形象設(shè)計(jì),協(xié)調(diào)開(kāi)發(fā)地塊與周邊街道等公共空間的關(guān)系,對(duì)區(qū)域地標(biāo)、天際輪廓、建筑功能業(yè)態(tài)、空間形態(tài)、開(kāi)發(fā)強(qiáng)度、建筑群體、建筑風(fēng)貌、街道界面、交通組織、重要節(jié)點(diǎn)、濱水景觀環(huán)境、地下空間開(kāi)發(fā)等進(jìn)行深化設(shè)計(jì)。三是針對(duì)梅江河、平江河岸線綜合提升規(guī)劃,突出生態(tài)景觀營(yíng)造,打造梅江河城市會(huì)客廳,沿線串聯(lián)公共服務(wù)、游憩休閑、民俗文化、休閑商業(yè)等功能,形成城市濱水畫(huà)廊,包括堤防提升改造及線型優(yōu)化、水岸生態(tài)環(huán)境保護(hù)與修復(fù)、濱水公共空間設(shè)計(jì)導(dǎo)引、綜合交通組織優(yōu)化、功能空間布局優(yōu)化、重大事件策劃與設(shè)施布局等。
Requirements for Urban Design Deepening:First,it shall create an urban form with green as the base color,mountains and rivers as the landscape,and green corridors as the context,highlighting the urban development axis leading and group layout characteristics,including but not limited to the control requirements for functional layout,development intensity,traffic organization,spatial combination of architectural groups and tower layout as well as building height,volume,form,style and other aspects;and define the layout,form and scale of public open space,carry out scenes landscape design,ecological landscape design,road landscape design,etc,and control the urban interface around important open space.Second,it shall mainly cover block image design for important areas such as the New High-speed Railway Area,Ximen-Xuefu Area,West Street and Huadeng Square Urban Renewal and Upgrading Area and others,coordinate the relationship among development plot and surrounding streets and other public spaces,and deepen the design of regional landmarks,skyline outlines,building functional type,spatial form,development intensity,building group,architectural style,street interface,traffic organization,important nodes,waterfront landscape environment,underground space development,etc.Third,it shall highlight the construction of ecological landscape,build urban public space along the Meijiang River,and connect the functions of public service,recreation and leisure,folk culture and leisure business along the line,and form an urban waterfront corridor according to the comprehensive upgrading plan of the Meijiang River and the Pingjiang River,including levee upgrading and linear optimization,waterfront ecological environment protection and restoration,waterfront public space design guidance,comprehensive traffic organization and optimization,functional space layout optimization,major event planning and facility layout,etc.
詳細(xì)規(guī)劃編制范圍:編制法定城區(qū)詳細(xì)規(guī)劃的面積約38平方公里,包括城鎮(zhèn)開(kāi)發(fā)邊界內(nèi)30.63平方公里及部分相鄰區(qū)域。
Urban Detailed Planning Preparation Scope:The area covered by the statutory urban detailed planning is about 38 square kilometers,including 30.63 square kilometers within the urban development boundary and some adjacent areas.
詳細(xì)規(guī)劃編制要求:詳細(xì)規(guī)劃應(yīng)進(jìn)一步優(yōu)化城區(qū)空間結(jié)構(gòu)、完善功能配置、提升空間品質(zhì)、激發(fā)發(fā)展活力,促進(jìn)城區(qū)集約型、綠色化高質(zhì)量發(fā)展。一是充分落實(shí)秀山縣國(guó)土空間總體規(guī)劃和“三區(qū)三線”劃定成果確定的戰(zhàn)略目標(biāo)、底線管控、功能布局、空間結(jié)構(gòu)、資源利用等方面的要求,將城市設(shè)計(jì)有關(guān)空間管控的核心內(nèi)容結(jié)合規(guī)范要求傳導(dǎo)落實(shí)到詳細(xì)規(guī)劃。二是進(jìn)一步優(yōu)化城區(qū)空間結(jié)構(gòu)、完善功能配置、提升空間品質(zhì)、激發(fā)發(fā)展活力,促進(jìn)城區(qū)內(nèi)涵式、集約型、綠色化高質(zhì)量發(fā)展。三是統(tǒng)籌生產(chǎn)、生活、生態(tài)和安全功能需求,科學(xué)劃定詳細(xì)規(guī)劃編制單元,城鎮(zhèn)開(kāi)發(fā)邊界內(nèi)作為法定詳細(xì)規(guī)劃區(qū)域,城鎮(zhèn)開(kāi)發(fā)邊界交界地區(qū)作為規(guī)劃預(yù)控區(qū)域。四是對(duì)現(xiàn)行城區(qū)詳細(xì)規(guī)劃覆蓋區(qū)域進(jìn)行更新、優(yōu)化,對(duì)現(xiàn)行城區(qū)詳細(xì)規(guī)劃未覆蓋區(qū)域進(jìn)行整合、完善,切實(shí)提高詳細(xì)規(guī)劃的針對(duì)性和可實(shí)施性,使詳細(xì)規(guī)劃更好發(fā)揮空間統(tǒng)籌平衡和資源優(yōu)化配置的作用。
Requirements forUrban Detailed Planning Preparation:The urban detailed planning shall further optimize the urban spatial structure,improve the functional configuration,improve the spatial quality,stimulate the development vitality,and promote the intensive,green and high-quality development of the urban area.First,it shall fully implement the strategic objectives,bottom line management and control,functional layout,spatial structure,resource utilization and other requirements determined by the territorial space master plan of Xiushan County and the results of“three zones delineated by three lines for land use”,and implement the core content of spatial control in urban design in combination with normative requirements.Second,it shall further optimize the urban spatial structure,improve the functional configuration,improve the spatial quality,stimulate the development vitality,and promote the connotative,intensive,green and high-quality development of the urban area.Third,it shall coordinate the needs of production,life,ecology and safety functions,scientifically delineate detailed planning units,and designate the area within the urban development boundary as the statutory detailed planning area,and the border area of urban development boundary as planning pre-control area.Fourth,it shall update and optimize the area covered by the current urban detailed planning,integrate and improve the area not covered by the current urban detailed planning,and effectively improve the pertinence and feasibility of the detailed planning so that the detailed planning can better play the role of overall spatial balance and resources optimization and allocation.

征集形式
Solicitation Form
本次方案征集采用公開(kāi)報(bào)名的方式,公告發(fā)布后,即視為報(bào)名開(kāi)始。
Open registration is adopted for the program solicitation,and it will be deemed to start after the announcement is published.
主辦單位通過(guò)對(duì)公開(kāi)報(bào)名單位進(jìn)行資格預(yù)審,遴選3家高水平設(shè)計(jì)單位(含聯(lián)合體)參與方案征集,2家備選單位。若報(bào)名設(shè)計(jì)單位(含聯(lián)合體)不足3家,將采用意向邀請(qǐng)方式,邀請(qǐng)其他優(yōu)秀設(shè)計(jì)團(tuán)隊(duì)參與。
Through the pre-qualification of the open registration entities,the sponsor will select 3 high-level design entities(including joint ventures)to participate in the program solicitation and 2 alternative entities.If there are less than 3 registration design entities(including joint venture),the sponsor will,with intent,invite other excellent design teams to participate in the program solicitation.

公開(kāi)報(bào)名申請(qǐng)人資格
Qualification of Open Registration Applicants
(一)報(bào)名團(tuán)隊(duì)成員中申請(qǐng)主體為國(guó)內(nèi)機(jī)構(gòu)的,須同時(shí)具有城鄉(xiāng)規(guī)劃甲級(jí)和工程設(shè)計(jì)建筑行業(yè)(建筑工程)甲級(jí)資質(zhì);申請(qǐng)主體為境外機(jī)構(gòu)的,須在其所在國(guó)家或地區(qū)應(yīng)具有合法營(yíng)業(yè)范圍,并具有我國(guó)境內(nèi)合法經(jīng)營(yíng)和設(shè)計(jì)許可。不接受境外機(jī)構(gòu)單獨(dú)報(bào)名。鼓勵(lì)境內(nèi)外機(jī)構(gòu)聯(lián)合及設(shè)計(jì)團(tuán)隊(duì)跨界聯(lián)合,融合城市設(shè)計(jì)、建筑設(shè)計(jì)、景觀設(shè)計(jì)、產(chǎn)業(yè)與功能策劃等不同經(jīng)驗(yàn)的團(tuán)隊(duì),聯(lián)合體成員不超過(guò)2家。不接受個(gè)人及個(gè)人組合的報(bào)名。
(I)If the Applicant is a domestic institution,it must have both Grade A urban and rural planning and Grade A qualification of engineering design and construction industry(construction engineering);while if the Applicant is an overseas institution,it must have a legal business scope in the country or region where it is located,and have a legal business and design license in China.Any foreign institutions are not allowed to register separately.Domestic and foreign joint institutions and design teams are encouraged to work together,and to integrate teams with different experience in urban design,architectural design,landscape design,industrial and functional planning,and a joint venture shall not have more than 2 members.Registration by individuals and groups of individuals is not accepted.
(二)申請(qǐng)人(含聯(lián)合體)團(tuán)隊(duì)配置需包含但不限于產(chǎn)業(yè)研究、功能策劃、城鄉(xiāng)規(guī)劃、城市設(shè)計(jì)、道路交通設(shè)計(jì)、建筑設(shè)計(jì)、景觀設(shè)計(jì)等相關(guān)專(zhuān)業(yè)人員(需提交相關(guān)證明材料及近三個(gè)月社保)。
(II)The team members of an applicant(including joint venture)shall include,but without limitation to,professionals in industry research,functional planning,urban and rural planning,urban design,road and traffic design,architectural design,landscape design and others(Relevant supporting materials and social security information of the past three months are required to be submitted).
(三)聯(lián)合體報(bào)名需提交具有法律效力的《聯(lián)合體協(xié)議》,明確牽頭單位。
(III)Upon registration,a joint venture shall submit a valid Agreement of Joint Venture which should specify the leading entity.
(四)聯(lián)合體各方不得再單獨(dú)以自己名義,或者與另外的設(shè)計(jì)單位組成聯(lián)合體參加本次征集。法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人,母公司、全資子公司及其控股公司,不得同時(shí)報(bào)名參賽。
(IV)Neither member of a joint venture shall participate in the program solicitation in its own name or by forming another joint venture with other design entities.Two or more legal persons whose legal representative is the same person,the parent company,wholly-owned subsidiary and holding company shall not make registration for the program solicitation simultaneously.
(五)2018年1月1日起至今,承擔(dān)過(guò)不少于2個(gè)同類(lèi)型的城市設(shè)計(jì)類(lèi)業(yè)績(jī)(須提供合同復(fù)印件)。
(V)Any applicant(including joint ventures)should have no less than 2 similar urban design achievements from January 1,2018 to now(copy of contracts should be provided).
(六)申請(qǐng)人(含聯(lián)合體)業(yè)績(jī)獎(jiǎng)項(xiàng)、主創(chuàng)設(shè)計(jì)師的經(jīng)歷及業(yè)績(jī)獎(jiǎng)項(xiàng)、團(tuán)隊(duì)成員資歷將作為資格評(píng)審的重要參考。
(VI)The performances and awards of applicant(including joint venture),the experience,performances and awards of Chief Designer,and the qualification of design team members will be taken as important references for pre-qualification.
(七)申請(qǐng)人(含聯(lián)合體)不得存在下列情形之一:
(VII)Any applicant(including joint venture)shall not get involved in any one of the following cases:
1.申請(qǐng)人是不具有獨(dú)立法人資格的附屬機(jī)構(gòu)(單位);
1.It is a subsidiary institution(entity)without independent corporate capacity;
2.被責(zé)令停業(yè)的;
2.It is ordered to close down;
3.被暫停或取消投標(biāo)資格的;
3.Its bidding qualification is suspended or canceled;
4.財(cái)產(chǎn)被接管或凍結(jié)的;
4.Its property is taken over or frozen;
5.在最近三年內(nèi)有騙取中標(biāo)或嚴(yán)重違約或重大質(zhì)量問(wèn)題查證屬實(shí)的;
5.It is verified and confirmed that it has fraudulently won bids or seriously breached contracts or had resulted in major quality problems within the last three years;

(八)參與本次征集的設(shè)計(jì)人員應(yīng)為設(shè)計(jì)單位(含聯(lián)合體)的在冊(cè)人員,主創(chuàng)設(shè)計(jì)師應(yīng)由主持過(guò)多個(gè)同類(lèi)型項(xiàng)目的規(guī)劃師或建筑師擔(dān)任,且須直接參與本次征集方案設(shè)計(jì)全過(guò)程(需提交相關(guān)業(yè)績(jī)證明材料)。
(VIII)The designers participating in the program solicitation shall be the employees on the payroll of applicant(including joint venture),and the Chief Designer shall be the planner or architect leading several similar projects,and directly participate in the whole process of the program solicitation.(Relevant performance supporting materials should be submitted).

征集說(shuō)明
Solicitation Notes
(一)公開(kāi)報(bào)名的申請(qǐng)人(含聯(lián)合體)將由主辦單位組織專(zhuān)家對(duì)報(bào)名材料進(jìn)行資格預(yù)審,前3名作為入圍團(tuán)隊(duì)。若入圍團(tuán)隊(duì)因自行放棄等原因無(wú)法參與,由主辦單位按照備選團(tuán)隊(duì)排序依次替補(bǔ)。
(I)The sponsor will organize experts to perform pre-qualification over the open registration applicants(including joint ventures),and select the first 3 ones as the shortlisted teams.If any shortlisted team gives up to or fails to participate in the program solicitation for any other reasons,the sponsor will replace them with alternative teams in order.
(二)若主創(chuàng)設(shè)計(jì)師與資格預(yù)審材料所提交的信息不符或未經(jīng)主辦單位認(rèn)可擅自更換主創(chuàng)設(shè)計(jì)師,則視為參加方案征集的資格無(wú)效,主辦單位將對(duì)其單位和個(gè)人納入相關(guān)誠(chéng)信管理。
(II)If the information of the Chief Designer is inconsistent with the information submitted in the pre-qualification materials or the Chief Designer is changed without the approval of the sponsor,the qualification to participate in the program solicitation will be deemed invalid,and the sponsor will put the relevant entity and individual into the relevant integrity management.
(三)入圍團(tuán)隊(duì)在規(guī)定時(shí)間內(nèi)提交有效應(yīng)征文件,由方案評(píng)審委員會(huì)按程序?qū)μ峤坏某晒M(jìn)行評(píng)審,確定3家單位的排名順序,報(bào)行政主管部門(mén)評(píng)審后確定最終排名順序。
(III)The shortlisted teams shall submit valid application documents within the specified time,and the Program Review Committee shall review the submitted results according to the procedures,determine the ranking order of three entities,and report to the administrative competent authority for reviewing and determining the final ranking order.
1.入圍團(tuán)隊(duì)將獲得如下獎(jiǎng)金(含稅):
1.The shortlisted teams will be given the following prize(tax-included):
第一名中選方案,獲得設(shè)計(jì)費(fèi)160萬(wàn)元。第二名獲得設(shè)計(jì)補(bǔ)償費(fèi)120萬(wàn)元,第三名獲得設(shè)計(jì)補(bǔ)償費(fèi)80萬(wàn)元。
The first prize is 1.6 million yuan as design fee;the second prize is 1.2 million yuan as design allowance;and the third prize is 0.8 million yuan as design allowance.
2.對(duì)于成果偏離任務(wù)書(shū)要求過(guò)大、質(zhì)量太差的,經(jīng)方案評(píng)審委員會(huì)評(píng)議認(rèn)定,主辦單位有權(quán)不支付征集獎(jiǎng)金,并進(jìn)行公開(kāi)通報(bào)。
2.If a program deviates too much from the requirements of the Design Specification and has poor quality,the sponsor has the right not to pay the solicitation prize and make a public announcement after the review made by the Program Review Committee.
3.主辦單位綜合審議后,從3家單位中確定1家獲得城市設(shè)計(jì)深化優(yōu)化暨城區(qū)詳細(xì)規(guī)劃編制權(quán),簽訂城市設(shè)計(jì)深化優(yōu)化暨城區(qū)詳細(xì)規(guī)劃編制合同,費(fèi)用不超過(guò)人民幣捌佰萬(wàn)元整(小寫(xiě)¥8,000,000.00元)。入圍團(tuán)隊(duì)如果自愿放棄城市設(shè)計(jì)深化優(yōu)化暨城區(qū)詳細(xì)規(guī)劃編制權(quán),主辦單位有權(quán)指定其他2家單位中的任何1家開(kāi)展城市設(shè)計(jì)深化優(yōu)化暨城區(qū)詳細(xì)規(guī)劃編制工作。
3.After the comprehensive review made by the sponsor,the sponsor will select 1 entity from 3 entities and grant it the right to make urban design deepening and optimization and detailed urban planning preparation,and sign a contract on urban design deepening and optimization and detailed urban planning preparation at the contract cost not more than EIGHT MILLION YUAN in words(namely 8,000,000.00 yuan in figures).If any shortlisted team gives up the right to make urban design deepening and optimization and detailed urban planning preparation at free will,the sponsor has the right to designate either one of the remaining 2 entities to make urban design deepening and optimization and detailed urban planning preparation.
4.以上費(fèi)用均為人民幣,并且本次征集活動(dòng)僅以人民幣結(jié)算。
4.The said fees and costs are in RMB,and the program solicitation will be settled down in RMB only.

成果要求
Requirements for Results
(一)資格預(yù)審材料:包含申請(qǐng)人報(bào)名表、資質(zhì)證明文件、申請(qǐng)人及主創(chuàng)設(shè)計(jì)師相關(guān)業(yè)績(jī)、主創(chuàng)設(shè)計(jì)團(tuán)隊(duì)成員表及相關(guān)證明材料等;提交聯(lián)合體協(xié)議、聯(lián)合體成員工作分工方案,具體要求詳見(jiàn)附件。
(I)Pre-qualification materials include the Registration Form and qualification supporting materials of applicants,the relevant performances of applicants and Chief Designer,the Form of Design Team Members and relevant supporting materials,Agreement of Joint Venture,division of labor of joint venture;and the specific requirements are shown in annexes.
(二)方案征集成果:包括設(shè)計(jì)成果與匯報(bào)成果兩部分。設(shè)計(jì)成果包含但不限于表達(dá)設(shè)計(jì)內(nèi)容要求的文本(包括文字說(shuō)明和相關(guān)圖紙),A3規(guī)格(297mm*420mm),一式20本。匯報(bào)成果包括展板、演示多媒體,其中,展板為A0規(guī)格(1189mm*841mm),不少于6張;演示多媒體約15分鐘(含動(dòng)畫(huà))。需提交與設(shè)計(jì)成果和匯報(bào)成果一致的電子文件,以U盤(pán)形式提交,一式2份。具體要求以最終發(fā)布的任務(wù)書(shū)為準(zhǔn)。
(II)Program Solicitation Results include design results and presentation results.The design results include,without limitation to the text showing the design contents requirements(including text description and related drawings)in A3 paper(297mm*420mm),and they shall be made in 20 copies.The presentation results include display boards in A0 format(1,189mm*841mm)and not less than 6 ones;and 15-minute multimedia(including animation).Electronic documents consistent with the design results and presentation results shall be submitted in the form of U disk in 2 copies.Specific requirements are subject to the final published Design Specification.
(三)城市設(shè)計(jì)深化優(yōu)化暨城區(qū)詳細(xì)規(guī)劃編制成果:城市設(shè)計(jì)深化優(yōu)化成果主要包括城市設(shè)計(jì)說(shuō)明書(shū)、導(dǎo)則、實(shí)體模型及動(dòng)畫(huà)宣傳片等,達(dá)到《重慶市城市設(shè)計(jì)編制技術(shù)導(dǎo)則》地段城市設(shè)計(jì)深度。城區(qū)詳細(xì)規(guī)劃編制成果須符合自然資源部《關(guān)于加強(qiáng)國(guó)土空間詳細(xì)規(guī)劃工作的通知》及有關(guān)規(guī)定和規(guī)范要求。具體成果要求根據(jù)城市設(shè)計(jì)深化優(yōu)化暨城區(qū)詳細(xì)規(guī)劃編制合同確定。
(III)Urban Design Deepening and Optimization and Urban Detailed Planning Preparation Results:The results of urban design deepening and optimization mainly include urban design specification,guideline,physical model,propaganda animation and so on,which shall reach the depth of urban design in Chongqing Technical Guidelines for Urban Design Preparation.The urban detailed planning preparation results must conform to the Notice on Strengthening Detailed Planning of Territorial Spaces issued by the Ministry of Natural Resources and the relevant provisions and specifications.Specific requirements shall be subject to the contract on urban design deepening and optimization and urban detailed planning preparation.

(一)報(bào)名時(shí)間:2023年08月01日—2023年08月10日(中國(guó)北京時(shí)間)。
(I)Registration Duration:August 1,2023-August 10,2023(Beijing time)
(二)資料提交:設(shè)計(jì)單位(含聯(lián)合體)應(yīng)同時(shí)提交紙質(zhì)版和電子版資格預(yù)審材料。紙質(zhì)版資格預(yù)審材料遞交至重慶市規(guī)劃事務(wù)中心(重慶市渝北區(qū)大龍山339號(hào)2號(hào)樓1201),電子版資格預(yù)審材料發(fā)送至指定電子郵箱,截止時(shí)間為2023年08月10日12時(shí)00分,逾期不予受理。
(II)Materials Submission:Design entities(including joint venture)shall submit the paper and electronic pre-qualification materials simultaneously.The paper one shall be submitted to Chongqing Planning Affairs Center(1201,Building 2,339 Dalongshan,Yubei District,Chongqing Municipality)and the electronic one shall be sent to the designated e-mail before 12:00 on August 10,2023,otherwise they will not be accepted.

1.This Announcement is made in Chinese and English.In case of any inconsistency between the Chinese version and English version,the former shall prevail;while in case of any inconsistency between the Announcement and other subsequent solicitation documents,the latter shall prevail.
2.方案征集過(guò)程中發(fā)生的一切費(fèi)用及因設(shè)計(jì)補(bǔ)償費(fèi)而發(fā)生的有關(guān)稅費(fèi),由設(shè)計(jì)機(jī)構(gòu)(聯(lián)合體)自行負(fù)責(zé)。

3.應(yīng)征設(shè)計(jì)機(jī)構(gòu)(聯(lián)合體)需保證所有報(bào)名材料真實(shí)、合法和有效,并承擔(dān)相關(guān)法律責(zé)任。
3.Applicants(including joint ventures)shall ensure that all materials submitted are true,legal and valid,and assume all relevant legal liabilities.
4.凡報(bào)名參加本次活動(dòng)的設(shè)計(jì)機(jī)構(gòu)(聯(lián)合體),均被視為同意并接受本次活動(dòng)規(guī)則以及各階段相應(yīng)的文件及其補(bǔ)充(修改)文件和澄清文件之全部?jī)?nèi)容及條款。
4.It shall be deemed that all design entities(including joint ventures)participating in the program solicitation agree and accept all rules for the program solicitation,and all contents,terms and conditions of the corresponding documents and supplementary(amended)documents and clarification documents of all stages.
5.入圍的設(shè)計(jì)機(jī)構(gòu)(聯(lián)合體)主創(chuàng)設(shè)計(jì)師與主要設(shè)計(jì)人員須親自參與承辦單位組織的方案評(píng)審、深化階段等主要會(huì)議的交流與匯報(bào)。
5.The Chief Designer and main design team members of shortlisted design entities(including joint ventures)should personally participate in the communication and report at major meetings in program review and deepening stage organized by the organizer.
6.本次征集的方案,其知識(shí)產(chǎn)權(quán)歸執(zhí)行單位所有。方案征集執(zhí)行單位有權(quán)在其認(rèn)為適當(dāng)?shù)臅r(shí)間和場(chǎng)合公開(kāi)、使用有關(guān)信息。
6.The intellectual property rights of the programs solicited during the program solicitation process shall be owned by the executing entity;and the executing entity shall have the right to disclose and use relevant information at the time and occasion as it deems appropriate.
7.活動(dòng)解釋權(quán):主辦單位依法享有最終解釋權(quán)。
